Through this research, the study dealt with the topic (negative administrative decision), and the study was divided into three chapters, preceded by an introductory chapter, and then a first chapter in which the nature of the negative administrative decision was explained, which is the chapter that was divided into two sections. In the first topic, the definition of the negative administrative decision was explained And that is in both language and jurisprudence, then we knew it in the judiciary, and in the second section of the study we dealt with distinguishing the negative administrative decision from other suspected administrative decisions as in the explicit decision and the implicit decision, and in the second chapter of our study we dealt with the characteristics and elements of the negative administrative decision by dealing with the characteristics The negative administrative decision in the first section, and in the second section of the chapter, we explained the pillars of the negative administrative decision, which are five pillars, then I moved to the third chapter of our study, which in turn was divided into two sections. In the second topic, we dealt with judicial applications on negative administrative decisions in the Kingdom of Saudi Arabia, and at the end of the study, some of the results and recommendations were mentioned, the most important of which was the development of a complete legislative system that shows the legal framework for negative administrative decisions, due to the importance of these decisions in practice.
