Abstract : This study seeks to assess the fairness of the distribution of the closed commercial complexes ( Malls ) in the city of Jeddah, as a guide and indicator of sustainable development. And study uses spatial analysis extension in the GIS software to do so. And the geographical distribution of resources and services and potential study are linked to sustainable development through the equitable distribution of confirmation, and equal access to opportunities. Where different definitions of sustainable development refers to the importance of fairness and justice in the distribution element. And study used the descriptive approach, which relies on the data information on the phenomenon under study and monitoring of the ground and collect, and supports research in the framework of this research approach to the way the survey analytical Method especially with regard to quantitative data and statistical. The study seeks to build special geographic information system closed commercial complexes contains: 1. spatial data and coordinates complexes based on field survey (and the use of global positioning system GPS), and the use of space visions for the city of Jeddah and Google Earth. 2. descriptive data regarding the types of commercial use in all enclosed malls in the city of Jeddah. And preliminary results that could be reached through bulleted representation of the complexes on the map indicate that the lack of distribution of justice and fairness in the distribution to the neighborhoods of the city of Jeddah as an indicator and evidence of a sustainable development. Which led to the development and prosperity neighborhoods to other neighborhoods account, and reduced access to resources, products and services within the same society, which will lead to the existence of an obstacle to plans and strategies for sustainable development.
